TechnoServe is recruiting for positions of Program Manager, Senior Business Advisors and Business Advisors as follows:

Program Manager

TechnoServe seeks a Program Manager (PM) for a potential USAID agricultural value chain program in an East African nation. This program is expected to focus on food staples value chains. The goal of the program will be to strengthen the competitiveness of the sectors, increase availability of food staples, and expand farmer market access. TechnoServe may be a subcontractor to another organization, and the PM would work dosely with the prime organization’s chief of party.

Principal Duties and Responsibilities:

Oversee all of the program and operations for assigned field staff and supervise the activity implementation team
Manage all operations in assigned field office(s)
Maintain proactive communications with the prime organization’s chief of party on all aspects of program and field office operations;
Communicate activities, program progress and issues with the TechnoServe Tanzania country director
Develop work plans; prepare programmatic and operational financial projections for the program in close collaboration with the local financial controller
Conduct weekly meetings to review and discuss status of program development and implementation, progress evaluated and next steps agreed;
Oversee all aspects of the subcontract to maintain quality; supervise preparation of all sub-contractor documents; ensure completion of project budgeting and contracts which adhere to the prime organization and USAID rules and regulations;
Collaborate with M&E manager to develop, monitor, evaluate and recommend performance measures for regional and individual activities
Develop and maintain collaborative relationships with prime organization, local government authorities, local contractors, international NGOs, donors, and other key stakeholders; and,
Perform other duties and activities as required for the successful management of the subcontractor role.

Qualifications:

Advanced degree in Agricultural Economics, Business Administration, or other relevant degree
At least 8 years of experience in relevant value chain programs, with a minimum of five years of managing USAID programs
Strong private sector market orientation, entrepreneurial and innovative thinker
Strong leadership/management experience with an international development contractor or international NGO, as a manager of programs
Strong leadership skills and demonstrated experience in managing complex, multi-disciplinary, and challenging field operations in developing countries, Africa preferred
Demonstrated skills in problem soMng, consensus building, and coordination of diverse stakeholders
Knowledge of USAID regulations and procedure
Proven record in thought leadership in market-led approaches to agriculture development, value chain development, nutrition/food security
Verbal and written fluency in English; understanding of Kiswahili a plus
Previous successful expenence mentoring and building capacity of local staff;


Senior Business Advisors

Qualifications:

A Master’s degree in Agronomy or Business Management required
A minimum of 7 years experience in project management in the agricultural sector, preferably staple crops

General
Implement the policies and directives of Board/Government regarding the conduct and functioning of the School and make all efforts to achieve the school’s objectives.

Tanzania Ministry of Constitutional Affairs and Justice Legal Sector Reform Programme Technical Advisor Job Vacancies

Highly experienced and successful professionals are sought for positions as Technical Advisors on the Legal Sector Reform Programme (LSRP), under the Ministry of Constitutional Affairs and Justice (MoCAJ).

The LSRP is one of five core reform programmes being implemented by the Government of the United Republic of Tanzania with the assistance of basket funding from Development Partners.

Positions will be available on one or two year renewable contracts. The recruitment process is being undertaken by KPMG on behalf of MoCAJ.

These positions are being re-advertised.

Chief Technical Advisor

To lead a diverse team of six Technical Advisors in providing advice and support to MoCAJ on the most effective way to implement planned legal sector reforms.

The Advisor will creatively and constructively engage with government officials and Development Partners at a senior executive level to build reform understanding, ownership, commitment and momentum.

Candidates are expected to possess extensive public sector management experience and a particular understanding and success in implementing complex capacity development, change management programmes, preferably in Africa.

Experience working in the justice sector and an understanding of Tanzania is an advantage.

Qualifications which include a Master Degree (or equivalent) in economics, law or other social sciences are expected.

Capacity Development Specialist

To design and implement a capacity development programme to support the achievement of LSRP goals, with a focus on developing public service leaders.

The Advisor will identify capacity gaps, undertake training needs analyses, and work with and develop trainers.

Candidates require extensive experience in the design and delivery of executive leadership programmes for public sector officials, with skills in staff mentoring and coaching and an understanding of the most recent thinking on developing capacity to achieve lasting behaviour change.

Experience in eastern and southern Africa with knowledge of training providers in this region is an advantage.

Expected qualifications are a Master degree (or equivalent) in human resource management, business administration, economics, public administration or other social science.

Financial Management Advisor

To develop the financial management capacity of institutions in the legal sector, especially in budgeting and financial reporting.

Candidates are expected to have senior level financial management experience, including at least five years experience in Tanzania, with working knowledge of government planning and budgeting processes: Medium Term Expenditure Framework (MTEF), Public Expenditure Review (PER), and Strategic Budget Allocation Systems (SBAS) etc.

The minimum formal qualification is a university degree with an accounting or finance focus.

Monitoring and Evaluation Advisor

To support MoCAJ to develop and implement a comprehensive M&E system to monitor and report on LSRP progress, support evaluation studies and feed into broader government systems, including the M&E framework underpinning the National Strategy for Growth and Poverty Reduction.

The Advisor will be responsible for building the capacity of relevant government officials including in the application of tools such as logical framework analysis, and results and performance frameworks.

The candidate requires five years experience in the M&E of complex public sector capacity development programmes. Experience working on programmes to promote legal or justice sector reform is an advantage. T

he position requires qualifications up to Master degree level (or equivalent) in economics, business administration or with specialization in M&E.
