Position Title: Programme Coordinator for Fisheries

POSITION SUMMARY AND JOB PURPOSE
In terms of the memorandum of understanding between the Office of the Presidency of the Republic of South Africa and the Development Bank of Southern Africa (DBSA), the New Partnership for Africa’s Development (NEPAD) Planning and Coordinating Agency is seeking for suitable candidates to fill the position of a Programme Coordinator for Fisheries. The Programme Coordinator will collaborate closely with all relevant Regional Fisheries Management Organizations, Civil Society Organizations, national ministries/departments responsible for fisheries, public and privates sector agencies, and Non-State Players, including Non Governmental Organisations (NGOs) and Foundations who will be involved directly in the implementation of the Partnership for Africa’s Fisheries (PAF).

KEY PERFORMANCE AREAS
The Coordinator for Fisheries shall:
 Consolidate the work programmes of the various Working Groups (WGs) of the PAF.
 Collate financial requirements for the various WGs and ensure that disbursement of funds and preparation of reports are done timely.
 Prepare annual and medium term budgets.
 Prepare monthly operational report and management accounts.
 Support the development and implementation of policies, procedures and financial management systems.
 Ensure that that appropriate project management policies, procedures and systems are in place, sufficient to meet financial sponsor’s reporting
 Assist the Finance Manager with the preparation of annual financial statements together with supporting schedules for the audit by external auditors.
 Support the Advisor: Fisheries with preparation of terms of reference and management process of appointing external consultants to advise on the establishment of the PAF Trust fund.
 Prepare Steering Committee papers and support the Chief Executive Officer (CEO) of the NPCA with managing the Secretariat for the PAF.
 Contribute towards the strategic linkages of the fisheries deliverables to the overall CAAADP priority.
 Provide management support for the Agriculture Sector, contribute towards the implementation and delivery of desired outcomes on the Sector’s five (5) strategic functions.

JOB REQUIREMENTS

Educational Qualifications and Experience
Educational Qualifications

 The minimum qualification is a Masters degree in the Natural Sciences with some specialisation in Fisheries and /or Aquaculture.
 A relevant first level relevant University degree with extensive experience and proven record in national, regional and international development and / or development finance institutions may be accepted in lieu of an advanced university degree.
 A management development programme or related qualification shall be an added advantage.

Previous Experience
 The Coordinator must have a proven track record of delivery implementation of large programmes and / or projects in the Fisheries and /or Aquaculture.
 S/he must possess substantial and proven experience, including at least eight (8) years post-qualification experience within the public sector or similar institutions, regional organizations/institutions and civil society organizations.
 At least five (5) years of such experience must include appropriate senior level experience in managing comparable public sector institutions or similar organizations nationally, regionally and / or internationally.
 The Coordinator must have substantial experience in managing development programmes or projects in general and Fisheries projects in particular, in Africa with a view of mobilizing support and resources.


KEY COMPETENCIES REQUIRED
Knowledge

 Experience in strategic development and management at a senior level in Africa, either from within Government, Civil Society or Private Sector.
 The Coordinator must have excellent technical knowledge in Fisheries and the development of programmes and projects to be able to engage meaningfully with staff, peers and partners.
 S/he must have knowledge of management principles and practices in finance and administration.
 The Coordinator must have a deeper and wider understanding of the African development agenda including the challenges to development, and the strategies to overcome them.
 S/he should have excellent working knowledge of computer applications (MS Word, Excel, Powerpoint, Access) and Data Analysis packages.

Skills

 The Coordinator must have strong negotiation skills to be able to meaningfully engage with partners and other stakeholders who may be in pursuit of different objectives.
 S/he must have excellent, communication, writing, facilitation and presentation skills in order to provide effective leadership to the sector within NEPAD, articulate and promote NEPAD and African sectoral positions, and compose and defend requests for support or particular actions.
 S/he must have excellent analytical and problem solving skills.
Attitude
 To be successful, the Coordinator will need to be personally and totally be committed to the African development agenda.
 The Coordinator has to believe in African solutions to African problems taking advantage of Africa’s resources and the resourcefulness of the African people.
 He or she will have a strong commitment to the Pan-African development ideal as laid out in the NEPAD mission and the aims and objectives of the Comprehensive African Agricultural Development Programme (CAADAP).
 S/he must demonstrate high level of integrity and accountability.
 S/he should have flexible approaches to work couple with enthusiasm, commitment and energetic.

Attributes that will add to the successful execution of the job
 The Coordinator must demonstrate very good interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment.
 To succeed, the Coordinator will need to have excellent strategic visioning, planning, implementation, monitoring and evaluations and reporting skills.
 Good knowledge of regional and international policy frameworks and strategies on the African developmental agenda will be advantageous.
 In addition, the Coordinator should have working knowledge of research, policy development and analysis, programme development and management, and project management.
Languages
Excellent English and / or French (spoken and written) and fluency in any other AU language would be an added advantage.
