National Environment Management Authority (NEMA) Kenya Vacancies

National Environment Management Authority (NEMA) invites applications from qualified and experienced candidates for the following vacant positions
1. Head of Legal Services Grade E3
1 Post

An officer at this level will be the Chief legal Advisor to the Authority. The officer will serve as Secretary to the Board and will provide legal advice to the Authority and ensure integration of environmental concerns into policy and legislation at all levels and initiate legislative proposals, standards and guidelines on environment in accordance with EMCA 1999.

Duties and Responsibilities

Specific duties will include:

drafting the required regulations, guidelines and interpreting the Environmental Management and Coordination Act, 1999;
advising on international conventions, treaties and agreements related to the environment to which Kenya is a party and assisting in their implementation;
advising and assisting in negotiations; drafting and liaising with the Attorney General and the Ministry of Foreign Affairs and International Cooperation on the establishment and maintenance of a Registry of International Conventions and Treaties to which Kenya is a party; liaising with sectoral Institutions and Ministry of Foreign Affairs and International Cooperation on international environmental concerns;
initiating legislative proposals, standards and guidelines on the environment in accordance with the EMCA 1999;
establishing criteria and procedures for the assessment of environmental quality standards;
monitoring of the implementation and compliance with legislation; and
taking responsibility for all litigation matters in respect of the Authority.
Requirements for Appointment

been an Advocate of the High Court of Kenya;
registered Certified Public secretary; and
A Masters degree in Environmental Law from a recognized University.
3 years working experience as Principal Legal Officer, grade E5 or in a comparable position will be an added advantage


2. Chief Corporate Communications Manager Grade E4 (1 Post)

An officer at this level will be responsible to the Director General for development of a strong and vibrant corporate image of the Authority.

Duties and Responsibilities

Duties at this level will include

developing high impact communications campaigns;
advising the Authority on appropriate communications policies, strategies and programmes;
providing interface between the Authority and other stakeholders;
monitoring public perception about NEMAand advising management accordingly, corporate branding;
media relations;
internal communication, coordinating of the protocol function;
lobbying organizations to integrate environmental conservation in their corporate social responsibility activities; and
preparation of high impact publicity materials.
Requirements for appointments
a masters degree in Public Relations, communications or journalism;
working experience at the level of Principal Corporate Communications Officer, grade E5 or in a comparable position for at least three (3) years will be an added advantage
demonstrated capability in the management of corporate communications and public relations in the Authority.


3. Chief Natural Economist Grade E4 (1 Post)

The Officer at this level will be responsible to the Director Environmental Planning and Research Coordination.

Duties and Responsibilities

Specific duties include

Development of economic instruments in consultation with relevant lead agencies with a view of incorporation into the national budgetary process,
coordinate identification of critical natural resources for stock taking in consultations with lead agencies,
coordinate sectoral natural resources valuation and accounting for incorporation into the National Economic Survey and State of the Environment Reports,
undertake sensitization programmes with lead agencies, Civil Society, PECs and DECs on issues of environmental economics instruments for natural resources management,
develop bankable projects for funding, mainstream environmental economics in national, regional and global programmes and processes, and
Participate in planning and budgetary process for the Authority.
Requirements for Appointments

A Bachelors and Masters in Environmental Economics or Natural Resource economics or equivalent from a recognized University
A Management course of at least 4 weeks
Shown merit and ability as reflected in work performance and results
Working experience in the grade of a Principal Natural Economist (E5) or in a comparable and relevant position for at least three (3) years will be an added advantage.


4. Senior Geo-Information Systems (CIS) Officer Grade E6 (1 Post)

An officer at this level will be responsible to Principal Environment Planning Officer.
Duties and Responsibilities
Specific duties include
developing of Geo-information Systems (CIS) application programmes,
maintaining Geo-databases,
conducting training for GIS users,
writing specifications for systems and programs, Local area network/wide area network (LAN/WAN) update and maintenance, performing system hardware, software and LAN maintenance and Data analysis for various users
Requirements for Appointments
A Masters degree in Geography, Planning, Geo-spatial and Informatics, or equivalent qualifications from a recognized institution
Shown merit and ability as reflected in work performance and results
Shown professional competence in the area of GIS spatial data management and documentation
Knowledge of GIS software and hardware
Programming Skill will be an added advantage
Working experience in the grade of Geo-information System Officer I, grade E7 or in a comparable and relevant position for at least three (3) years, will be an added advantage.
5. Senior Systems Analyst Grade E6 1 Post

Duties and Responsibilities

Duties and responsibilities at this level will involve:
coordinating systems analysis, design and programme specifications;
ensuring timely implementation and effective maintenance of systems;
developing reports on ICT standards; and supervising overall systems documentation;
taking charge of Information Communication Technology equipment maintenance;
preparing progress reports of the Information Communication Technology equipment maintenance;
evaluating and recommending on the suitability of Information Communication Technology equipment;
training of Information Communication Technology personnel and users;
designing Local Area Network (LAN) and Wide Area Network (WAN); and
preparing staff performance reports.
Requirements for Appointment

A Bachelor of Science (Bsc) in Computer Science/Information Communication Technology or its equivalent qualification from a recognized institution
Working experience at the level systems Analyst or in an equivalent and relevant position for a minimum period of three (3) years will be an added advantage
shown merit and ability as reflected in work performance and results; and
Demonstrated professional ability, initiative and competence in organizing and directing work.

6. Senior Civil Engineer Grade E6 (1 Post)

An officer at this level will be responsible to Chief Compliance and Enforcement Officer

Duties and Responsibilities

Specific duties will involve

inspection commercial and residential development sites for compliance with environmental laws and regulations,
ensuring adequacy of designs submitted as addendum to applications for licensing under Environmental Management and Coordination Act (EMCA), 1999 Regulations,
attending to Civil Engineering Compliance and Enforcement issues addressed to the Authority from lead agencies and advice the Director General accordingly and
assisting Procurement Section with necessary support for tendering processes in respect of Civil Engineering contracts.
Requirements for Appointment

A Bachelor of Science (Bsc) degree in Civil Engineering, or any other related field from a recognized institution Working experience in the grade of Civil Engineer I, grade E7 or fn a comparable and relevant position for at least three (3) years will be an added advantage.
Computer literacy necessary; and
Shown merit and ability as reflected in work performance and results.


7. Senior Process Engineer Grade E6 (1 Post)

An officer at this level will be responsible to Chief Compliance and Enforcement Officer.

Duties and Responsibilities

Specific duties will include

auditing for and ensure compliance by industry with Environmental Management and Coordination Act (EMCA) 1999 Regulations in respect of Air Quality, Noise and Excessive Vibrations and Chemicals management,
inspection of process and manufacturing industry for compliance,
attending to industrial process and manufacturing issues for the National Environment Management Authority (NEMA) action and
advice the Director General accordingly.
Requirement for Appointment

A Bachelor of Science (Bsc) degree in Industrial/Process/Chemical Engineering, or any other related field from a recognized institution
Working experience in the grade of Process Engineer I, grade E7 or in a comparable and relevant position for at least three (3) years, will be an added advantage
Computer literacy necessary; and
Shown merit and ability as reflected in work performance and results.

8. Personal Secretary I Grade E7 (2 Posts)

An officer at this level will be deployed to the office of a senior officer mainly a Director's office or that of the Director General.

Duties and Responsibilities

Duties at this level will involve

recording dictation in shorthand and transcribing it in typewritten form;

typing from drafts, operating other office machines/equipment,
performing general office tasks, writing simple routine correspondence, taking charge of documents and files, including classified materials;
receiving and attending to visitors and ensuring security of the office documents and equipments.
Requirements for Appointment
A higher diploma in secretarial studies from Kenya National Examination Council (KNEC) or a relevant degree from a recognized institution
Working experience at the level of Personal Secretary II (Grade E8) for a minimum period of three (3) years will be an added advantage,
Passed in the following subjects offered by the Kenya National Examinations Council (KNEC):
Typewriting III (minimum 50 w.e.f)
Shorthand 111(100 w.p.m.)
Business English III
Commerce II
Secretarial Duties II
Office management III, and
Proficiency in computer operations and word processing.
Shown merit and ability as reflected in work performance and results.
9. Compliance and Enforcement Officer II Grade E8(2 Posts)

Duties and Responsibilities

Reporting to Principal Compliance and Enforcement Officer, an officer at this level will assist in review of Environmental Impact Assessment and Audit reports, water quality, waste management, air quality, noise and excessive vibration license applications as well as development of standards and guidelines for environmental pollution control.

Requirements for Appointment

A Bachelor of Science (Bsc) in Chemistry, Natural Resources, Environmental Science or any other relevant fields from a recognized university.
Shown merit and ability as reflected in work performance and results
working experience at the level of Compliance and Enforcement Officer III, or a comparable position for at least three (3) years will be an added advantage.


10. Cartographer II Grade E8(1 Post)

An officer at this level will be responsible to Senior GIS Officer.

Duties and Responsibilities

Specific duties include, Data collection and analysis, utilization of in-house application programs, designing of user-friendly interfaces, updating of geo-databases, preparing reports based on survey data results, facilitating and assisting in the training of internal and external Geo-information users

Requirements for Appointments

This is the entry grade for this cadre. However experience as an Assistant Geo-information Officer or a comparable and relevant position in the government will be an added advantage.
Bachelor of Science (Bsc) in Geography, Geo-spatial & Informatics, or Bachelor of Arts in Planning or equivalent qualifications from a recognized University
Knowledge of GIS software and hardware

11. Human Resources Officer II Grade E8 (1 Post)

This is the entry and training grade in this cadre. An officer at this level will be responsible to Principal Human Resources and Administration Officer for a wide range of personnel and administrative duties.

Duties and Responsibilities

Specific duties will include staff development and training, recruitment and placement, welfare, salary administration, industrial relations and carrying out simple general administration duties.

Requirements for Appointment

For appointment to this grade an officer must have;

A Bachelors Degree in any Social Science from a recognized
Experience at the level of Human Resources/Administrative Officer III or in a comparable and relevant position for a minimum period of three (3) years,, will be an added advantage,
Shown merit and ability as reflected in work performance and results,


12. Environmental Planning Officer Grade E8(1 Post)

This position will be responsible to Principal Environment Planning Officer.

Duties and Responsibilities

Specific duties will include; assisting in the formulation and implementation of National Environmental Action Plan (NEAP), District Environmental Action Plans (DEAPs) and assisting in the integration of environmental concerns into plans, programmes, projects, and activities.

Requirement for Appointment

For appointment to this grade and officer must have:

A Bachelors Degree in environmental planning, Economics, environmental studies or a related discipline from a recognized University,
Experience at the level of Assistant Environmental Planning Officer, (Grade E9) or in a comparable and relevant position for at least three (3) years, will be an added advantage
Shown merit and ability as reflected in work performance and results.

13. Environment Assistant Grade E9 (8 Posts)

This is the entry and training grade for diploma holders in this cadre. An officer at this level will undergo an on-the-job training under the supervision a senior officer.

Duties and Responsibilities

An officer at this level may be deployed to work in various field offices across the country including Provincial and District offices.

Specific duties include, receiving and dispatching environmental reports, communicating with lead agencies for sectoral comments, organizing various sessions for the EIA review panel, communicating and responding to enquiries on report status to clients

Requirements for Appointment

A Diploma in Environmental Resources Management, Chemistry, Environmental Science or any other relevant field from a recognized institution
Clear understanding of the EIA process and environmental related matters, (iii) High proficiency in computer applications-MS word, MS Excel, MS Access, MS PowerPoint and GIS

14. Principal Programmes Officer (1 Post)

Duties and Responsibilities

Specific duties will include

policy review and formulation;
Implementation of a strategy to mainstream environmental concerns into various sectors;
Coordinating the domestication and activities of the Multilateral Environmental Agreements (MEAs) to which Kenya is a party and related processes;
Management of a MEAs secretariat and registry;
Implementation of a resource mobilization strategy;
Development of bankable proposals targeted to development partners, government and the private sector;
Coordination of linkages with lead agencies;
Drafting of reports, briefs and position papers on various aspects of the environment;
Providing technical support during international environmental meetings/conferences and
Coordination of the GEF process.
Requirements for Appointment

For appointment to this grade an officer must have;

Masters Degree in Environment, Natural Resources Management or related fields from a recognized university;
Satisfactorily served for at least three (3) years in the grade of Senior Programmes Co-ordinator; or in a comparable position will be an added advantage
Demonstrated professional and administrative abilities

5. Senior Procurement Officer (1 Post)

Duties and Responsibilities

An officer at this level will be responsible for the initiation of procurement policies for the Authority; reviewing, up-dating, interpreting and implementing existing supplies regulations, procedures and systems; preparing and ensuring implementation of the supplies manual and being in-charge of the general welfare of staff in the Supplies Unit including their training and advancement.

Requirements for Appointment

For appointment to this grade, an officer must have: -

Bachelor's degree in Commerce, Business Administration or Procurement
Post graduate diploma in Procurement or equivalent qualification
Satisfactorily served for at least three (3) years in the grade of Procurement Officer 1 or in a comparable position will be an added advantage
Must be a member of the Kenya Institute of Supplies Management (KISM) or a recognized procurement professional body.

  3. Well done Nema for the noise pollution controls. My family now enjoys a quiet and peaceful night. I propose that you set up surveillance patrols and set up a hotline where members of the public can alert your officers when some bars in Ayany tend to adjust the noise levels past midnight.
