Maxwell Stamp PLC has been contracted as the Management Consultant to provide technical assistance to the Government of Uganda to implement a new social protection programme.
Expanding Social Protection in Uganda (ESPU) is a 5 year programme to strengthen leadership, policy and capacity building in social protection, and will pilot and evaluate a cash transfer scheme targeting vulnerable households.
The overall programme will be managed by a secretariat to be established within the Ministry of Gender, Labour and Social Development. Funding is provided by DFID and Irish Aid.
Maxwell Stamp PLC is currently looking to recruit several long term positions:
Programme Manager:
Senior international consultant role (3 years) responsible for overall programme management of the cash transfer programme to be implemented in 8 districts, with responsibility for both national and district-based teams.
Must have 15 years of project management experience, strong financial management capacity, preferably with solid understanding of social assistance/social protection/cash transfer programmes.
Economist:
International consultant role (2 years), responsible for compiling evidence and sharing findings on social protection interventions.
The position will be responsible for third party researchers, data analysts and evaluation contractors hired by the Secretariat.
Must have postgraduate degree in Economics, at least 2 years of work experience as an Economist, excellent quantitative skills and experience working with statistics packages such as SPSS and STATA.
Monitoring & Evaluation Expert:
Senior national consultant role (3 years) with at least 10 years of experience in designing and implementing monitoring and evaluation systems, preferably with social assistance/social protection/cash transfer programmes.
Operations Manager:
Senior national/regional consultant role (3 years) responsible for the day to day management of the cash transfer unit and coordination of field offices and activities.
Must have at least 10 years of experience in Operations management in public and/or private sector.
MIS Coordinator:
Senior national consultant role (3 years), responsible for assisting in the design of the MIS database, and supervision and management of all MIS and IT infrastructure.
Must have at least 10 years of experience with MIS.
Communications Officer:
National consultant (3 years), responsible for PR campaigns, developing communications products and updating new media content.
Must have 5 years of experience working in communications/media.

The role: Business Development Associate

Responsibilities:
Work closely with the Uganda Country Lead and the Africa Business Development team to achieve objectives and key results for the region in addition to developing a strong understanding of Google products, strategy, and values.
Build and leverage relationships across Google globally with a focus on the New Business Development, partnerships, product, marketing and PR teams.
Identify deal opportunities and assist deal leader in negotiation process, including developing term sheet summaries, working with legal team to process contracts.
Shape and implement other priority projects that could involve product launches, PR or marketing activities, leading Google product training sessions.
Create project support and analysis, presentations, reporting, industry research.
Requirements:
MA/MS degree preferred with a strong academic record.
At least 2 years of previous work experience including 1+ year of related experience in an internet, media or ICT / technology environment.
In-depth experience operating within cross-functional teams (product management, implementation, legal, finance, marketing).
Experience identifying partners, analyzing and structuring complex deal structures with a proven track record of deal negotiation and execution.
Excellent interpersonal and communication skills; communicates project priorities and represents Africa Business Development team well internally. High level of comfort escalating and presenting key deal issues to Google senior management when appropriate.
Ability to perform research on and assist with execution on several time-sensitive project/deals at once in a fast paced environment with minimal direction.
Strong interest in working in Africa, preferably with experience on continent already. Strong understanding and proficiency with local languages and local areas.

NORSKOG, the Norwegian Forestry Association, are seeking to recruit a Plantation Forestry Specialist to join their Advisory Team in the Sawlog Production Grant Scheme (SPGS) in Uganda.
Background:
SPGS supports private tree growers in Uganda by providing financial support and technical expertise. Since 2004, SPGS has been the driving force in East Africa in promoting the establishment of a high quality, timber plantation resource.
The SPGS has recently received additional funding (from the European Union & Norwegian Government) for an expanded Phase II and with over 30,000 ha already lined up over the next few years, quickly needs to expand its professional team to meet the demand for its services.
SPGS is thus seeking the services of a practical and enthusiastic forester to join their small, but dedicated team.
Qualifications & Experience:
The candidate must have a Degree or a Diploma in Forestry and a minimum of 8 years hands-on experience of establishing and managing large scale commercial plantations -pine and eucalypts in particular.
The essential skills required are:
Sound silvicultural knowledge of establishing & managing fast growing tree crops in the tropics and/or sub-tropics;
Training skills: a proven ability to pass on knowledge to others;
Plantation forestry research experience;
Experience with managing private contractors;
Tree nursery management;
Report writing and presentation skills (in English);
A valid driver's licence (preferably with 4x4 experience).
Other desirable skills include: working with small growers; certification (FSC); harvesting and marketing; GIS/GPS mapping and competence with computers.
Other Information:
A 2-year contract will be offered to the selected candidate, starting early in 2010. The post is based in Kampala, the capital city of Uganda, but the work will require substantial travel up-country (which is well-facilitated).
