Accion microfinance bank is looking for a chief commercial officer. Working under a contract with accion international and as part of an international technical assistance team, the incumbent will hold the chief commercial officer position, with direct line authority and responsibility for implementing the commercial strategy for credit operations and other financial services offered.

S/he is responsible for the overall management of the commercial department, its internal controls and strategic planning.

Since this is a “start-up” financial institution, the chief commercial officer needs to be a dynamic self-starter capable of energizing his or her staff.

S/he is expected to provide strong leadership to the front and back office staff within the organization and manage their development. S/he oversees the institution’s delivery of financial products and services and reports on its commercial performance.

key areas of responsibility:

1. Management of commercial department
• oversee the department’s managers and guide them in the management of their respective units;
• maintain a high standard of discipline within the department and ensure that all managers are performing to expectation;
• in conjunction with the ceo and other relevant departments and divisions, recruit, hire, train, support and motivate department staff; and
• provide timely and accurate information and reports on a regular basis to senior management.

2. Credit control and administration
• organize and act as chair of the credit committees at the credit levels as outlined in the procedures manual;
• manage the application of policies, norms and procedures at the branch level and supervise that the entire loan process is working according to procedures;
• set performance contracts and monitor performance per procedures for the department’s managers; and
• implement the performance management system for the department’s managers.

3. Portfolio quality management
• monitor quality of loan portfolio, perform analyses to determine what factors are affecting the delinquency rates at the level of the branches, zones and sectors, and develop loan recovery strategies;
• work together with the department’s managers in loan recovery activities; and
• supervise loan officers to ensure that roll down ratios on delinquent loans over 1 to 30 days are within limits set by the bank and direct the coordination of activities between the branches and the recovery unit.

4. Savings mobilization
• develop and monitor the implementation of the savings deposit strategy at the level of the branches, zones and sectors, and develop savings mobilization strategies;
• manage the application of policies, norms and procedures at the branch level and supervise that the entire savings process is working according to procedures; and
• set performance contracts and monitor performance per procedures for the savings officers.

5. Department administration
• ensure that the department maintains up-to-date and accurate client records; and
• organize and maintain neat, up-to-date and accurate files regarding performance of all of the department’s managers.

6. Department reporting
• perform analysis on financial indicators and provide reports for the ceo on these indicators including disbursements, client retention, growth of different products, and branch delinquency;
• analyze trends in the loan portfolio; and
• identify reporting needs within the management information system that are lacking.

7. Business development
• develop the marketing and sales strategy in order to increase the number of clients, maximize sales, and keep current clients, especially for loan and deposit products; and
• oversee the corporate affairs unit of the bank to promote the required level of market awareness and corporate image of the bank.

8. Product development
• supervise and monitor the product development unit in the following areas:
a. The development and introduction of relevant and appropriate new products as required including savings and loans;
b. Maintain and update the manuals of policies, procedures and norms for all bank products;
c. Evaluate the characteristics of the loan products and make necessary modifications (with the joint agreement of the management team);
d. Evaluate the characteristics of the deposit products and make necessary modifications (with the joint agreement of the management team);
e. Evaluate the procedures used and make necessary modifications when needed;
f. Conduct market research and analyze and present the results to the management team; and
g. Work with the it department to ensure that the mis is adapted and customized to reflect the above modifications in a user-friendly manner.

9. Financial planning and management
• develop annual plans and budgets for the commercial department, incorporating input from the department management team and branches;
• approve expenses within the budget parameters; and
• fulfill all other functions and duties as required by the ceo.

10. General management
• lead the department;
• supervise department staff and ensure that well motivated;
• mentor and coach staff;
• report any internal control deficiency to senior management and the auditors;
• coordinate, with the human resources department, the staffing and training of the department to ensure efficiency and high quality work;
• supervise all information system and technology projects for the department; and
• control the institution’s expenses and investments.

Qualifications and requirements:
• minimum of 15 years of direct experience, preferably in a bank or microfinance institution, in credit operations for micro, small and medium enterprises.
• at least 5 years track record in a senior management position of a financial institution (with total assets of at least $10m) servicing the msme sector or involvement at a senior level in the provision of advisory services to microfinance institutions.
• advanced degree in business, accounting, finance or related area of study.
• experience in commercial strategic planning, budgeting, credit analysis, product and systems development, and risk management.
• knowledge of bank and/or non-bank financial institution operations.
• knowledge of africa and/or ability to work in african setting.
• languages: english required.
• willingness to live in nigeria for the duration of the contract.
• ability to operate with a minimum of on-site supervision.
• ability to travel regularly to areas of operations. International travel approximately 15 percent.
• strong leadership and people management skills.
• strong analytic skills. Ability to conduct credit analysis and to think strategically using financial analysis.
• excellent communication skills. Ability to present financial information effectively to both specialists and non-specialists.

Terms of reference for the preparation of a document on the evaluation of forestry resources with a view to reserving the deforestation trend in west africa

1. Background

The west african inter-tropical biomes are characterized by the formation of eco-climatic dense and partly deciduous forests (coastal area) varying from the guinean, sudanese and sahel savannas to the steppe formations in remote desert areas. Within the ecowas region, this asset of forestry resources and woodlands is estimated at 72 million ha, i.e. 15% of the total area of the fifteen (15) ecowas member states. For sure, it constitutes the main supply source of wood energy, services, timber and export for a population estimated at approximately 234 million inhabitants. These forestry resources also provide to this population non woody forestry products that contribute to the enhancement of food security, human nutrition and health due the fact that, according to who reports, 80% of rural dwellers make use of medicinal plants for their first aid basic health. However, these practices of abusive or even illegal exploitation of woody and non-woody forest products, coupled with the adverse effects of mobile agricultural systems, in particular the slash-and-burn farming, abusive clearing, recurrent bushfires and growing urbanization, result in the accelerated dilapidation of forestry resources that is characterized by intensive deforestation and fragmentation of forestry ecosystems. In fact, the scale of deforestation within the ecowas region is estimated at an approximate loss of 1 200 000 ha per annum, i.e. at a current rate of 2%. This explains the current situation of degradation that should absolutely be reversed with a view to ensuring sustainable provision of the needs of the populations living in the area while protecting the resources for the future generations.

2. Goal and justification of the study

the aim of the study is to link the satisfaction of the growing socio-economic needs in woody and non-woody forestry products of a highly growing population with the preservation of regular functioning and resilience of forestry ecosystems. The objective is to ensure a viable ecological environment for the present generations based on sustainable management principles of forestry resources and environmental control involving all relevant actors of the member states.

Moreover, the major challenges that forestry decision-makers and planners in the ecowas region are faced with are knowledge enhancement on forestry resources based on specific directives on good forestry inventory and development practices targeted at understanding wood availability in relation to concerns about diminishing woody and non-woody forestry products of technological value found in both local and export markets. The study aims at putting in place reliable evaluation approaches on forestry resources for their sustainable management and promotion of good governance in the sector. These new evaluation approaches on forestry should be able to provide reliable and valuable information to public decision-makers in the ecowas member states and thus facilitate the provision of support to the processes of international negotiations and agreements on forestry and ensure conscious and proactive participation of the civil society in the promotion of environmental control in management of forestry resources.


3. Specific objectives of the study

eventually, the specific objectives of the implementation in the ecowas sub-region of these forestry resources evaluation mechanisms will be:
- to take stock of the good practices regarding forestry inventory and development in the tropical biomes of dry forests and wooded savannah of the sudanese and sahel areas of the ecowas member states;
- to take stock of the good practices regarding forestry inventory and development in the tropical biomes of humid and dense forests and the guinean savannah in the ecowas member states;
- to propose good practices of evaluation of forestry resources that would enable a better understanding of the status of forests, their plant composition (plant diversity) and their state of degradation;
- to propose good practices in evaluation of forestry resources that would enable to better bring out the productive and protective functions of forestry resources based on the eco-climatic zones;
- to propose good practices in evaluation of forestry resources that would enable to better estimate the socio-economic functions of forestry resources while putting emphasis on their contribution to national and local economies in the ecowas member states based on the eco-climatic zones;

- and lastly to bring out clearly the legal, political and institutional framework relating to the management of forestry resources in the ecowas region.

4. Expected outcome of the study

the consultants shall prepare a reliable evaluation document on forest resources (forestry inventory and development methods in accordance with the valorization objectives of the resources: wood for energy, timber, service, exportation and industrial processing, ecotourism, food security, herbal medicine, etc.) According to eco-climatic zones for better planning and sustainable management to ensure good governance regarding management of forestry resources. The document shall be submitted in triplicates in addition to a soft copy sent to the ecowas department of environment and water resources as a microsoft word format attachment.

5. Organization of the study and consultant profiles

the study shall be carried out by a team of two consultants (one anglophone and one francophone) who are forestry engineers and ecowas citizens. The consultants are recommended to visit the fao sub-regional representation in west africa, cilss, in particular preda and oibt, the technical departments of some member states in charge of forestry inventory and development, professional logging organisations and some ngos concerned with issues of management of forestry resources especially the fight against illegal logging. The consultants should give priority to a participatory approach by involving all actors and partners involved in the evaluation of forestry resources at regional level. A validation meeting will be organized to review the expectations and develop the necessary collaborations.


6. Duration of study
the study shall be executed within fifty-five (55) days.

7. Remuneration
the remuneration rate is us$ 400 per day.

- The SWG Customer Account Manager will lead the team responsible for ensuring that customer satisfaction is achieved at deployment of an SWG solution and maintained throughout the life of the system within the customer organisation. This will include making sure that SWG implementation and support processes are not intrusive to the customer’s normal business activities. S/he will be responsible for managing all contact between SWG and the customer, capturing, analyzing and identifying economic impact and ensuring that issues are resolved effectively and are visible to appropriate members of both organisations. In particular, the SWG CAM will be responsible for identifying new opportunities for SWG solutions within the existing customer base and ensuring such opportunities are taken up by the appropriate Sales team.

Job Qualifications:

 Possess a solid understanding of the business value chain, software development process, including requirements gathering, analysis and design, development tools and technologies, release and version control, contemporary testing methodologies, deployment management and customer support.
 3 to 5-years experience participating in e-business and/or e-government initiatives.
 University Degree in information technologies, marketing, business, economics, or social sciences

A major Energy/Construction contractor has a requirement for an Human Resources (HR) Development Manager in Nigeria.
The Job Holder leads the management and development of national and expatriate human resources to meet business needs, and establishes best-practice HR policies across the group of companies.
Principal responsibilities:
The Job Holder develops and executes Group HR strategy and embeds Group HR policies:
1. Manpower planning, recruitment and development:
a. Translates business strategies into resource requirements to meet business needs
b. Ensures establishment of appropriate Job Descriptions for all key positions
c. Coordinates recruitment with local and overseas headhunters
d. Initiates benchmarking of remuneration packages etc across employment markets
e. Develops standard methods of candidate profiling, evaluation and interviewing
f. Establishes career development programmes for key managers
g. Coordinates and maintains succession planning

2. Contracts, remuneration & benefits, performance & loyalty incentives:
a. Establishes a consistent Group R&B structure that permits different remuneration levels for different industries
b. Develops standard employment contracts across Group, inc employee rights, discipline, termination etc and develops a Handbook
c. Develops and installs an incentive reward schemes.
d. Coordinates relationships with trades unions and Ministry of Labour

3. Specific operating roles:
a. Be Trustee of ND’s (upcoming) Employee Trust and Community Trust
b. Coordinate Sea-School development with GEC
c. Be “Trustee” of ND Training School

4. Additional responsibilities
a. Depending on professional background and experience, the Job Holder could later assume Group responsibility, if time permitted, for: XYZ?

Reporting
Job Holder reports administratively to Group Executive Chairman (GEC). He/she has contact with: Board members, MDs and senior managers, Divisional HR Managers and Officers.

Required Skills/Experience: Candidate profile
The Job Holder MUST:
• Be an HR professional with successful experience at HR Director level or equivalent, and preferably general management experience
• Have Nigeria experience, or equivalent
• Have the maturity and sensitivity to understand groups current ways of working, yet be able and willing to lead a process of change
• Win respect of MDs and other managers
• Be able to work effectively through others to get things done
• Be a “people person”.

Minimum Experience: 5 years
Maximum Experience: 15 years

Remuneration: 100000 - 120000 US Dollars/year
